King Farm Paving Maintenance Project:

Concerns were voiced by some residents about the sealcoat product used in the paving maintenance project. The concern was based on a Montgomery
County bill that banned the use of sealants containing more than 0.1% of PAH by weight that went into effect July 1, 2020. This bill was an expansion of
the coal tar ban enacted in 2012.
The Trustees reviewed the information and data related to the concerns brought forward. This information was also reviewed by Management, legal counsel,
and the engineering firm. Montgomery County and City of Rockville representatives were also consulted. The findings revealed that the Montgomery County
ban from 2012 and the subsequent expansion of the ban that went into effect July 1, 2020 do not apply within the City of Rockville. As such, the use of the
sealcoat product does not violate City of Rockville law.
The Assembly always expects work performed within King Farm to comply with the law. The Assembly also strives to use products that have a reduced impact
on the environment. To that end, the Assembly did not use a coal tar product.
King Farm Citizens Assembly will continue to improve its efforts to find and use products that have less environmental impact in the community.
